Abnormal Loads
We monitor the route and movement of heavy and wide abnormal loads through the borough.
The movement of abnormal loads will be managed in such a way as to ensure that the load effects induced by the abnormal loads do not exceed the load bearing capacity of structures on the route.
Some businesses regularly need to move loads which are classed as ‘abnormal’. An “abnormal load” is a vehicle or load which exceeds the standard dimensions, considering its gross weight, length, width, or axle configuration.
For example, those with a gross vehicle weight exceeding 40 tonnes on 5 axles or 44 tonnes on 6 axles.
If the gross weight or axle weights are more than those specified, the haulier must compensate the council against the possibility of damage to any part of the highway.
An abnormal load could travel on any road, provided the haulier complies with the law. Some roads are more suitable and used more extensively for abnormal loads.

Notification
Hauliers are legally obligated to notify the relevant authorities, including the police, the council, and bridge owners, of their intention to move an abnormal load.
Notification must be provided at least two clear working days before the movement if the gross weight is up to 80,000kg. If the gross weight exceeds 80,000kg up to 150,000kg, two clear working days’ notice is required to Police and five clear working days’ notice is required to Road and Bridge Authorities.
Purpose the notification allows the London Borough of Hounslow’s representative to prepare for the movement, ensure road safety, and take any necessary measures to protect infrastructure, such as bridges.
Exceptions
For extremely heavy or large loads (over 150 tonnes, 6.1 meters wide, or 27.4 meters long), special orders from the Department of Transport (or National Highways) are often required in addition to the working five-day notice.
Electronic System
The Electronic Service Delivery for Abnormal Loads (ESDAL) system, or equivalent, provides a process for managing abnormal load movements and can be used to notify London Borough of Hounslow’s representative electronically.
Register with ESDAL
You need to complete an online registration form for each person in your business who will use the system.
